映画『約束の旅路』のリアリティ－難民って何だ

だいぶ前に約束の旅路を見た。 1984年、スーダンの難民キャンプ。ユダヤ教エチオピア人はイスラエルへ移住できると聞いた母親は、9歳の息子の命を守るためにユダヤ教だと偽らせ、息子だけがイスラエルへ渡ることに。シェロモというイスラエル名をもらった少年はフランス系ユダヤ人夫婦のもとに引き取られる。養父母はシェロモに惜しみない愛を注ぐが、シェロモは偽りの身分に思い悩む。やがて成長したシェロモ（シラク・M・サバハ）は難民の命を救う医師を目指すが…。イスラエル政府の主導で敢行された“モーセ作戦”の史実をもとに、ラデュ・ミヘイレアニュが描いた“人間愛”のドラマ。ベルリン映画祭でパノラマ部門観客賞を受賞した。 個人的には、最後の展開が急すぎるようにも感じたが、 全体的にとてもいい映画だと。 んでさっきニュースからこんな記事を発見。↓ clipped from news.bbc.co.uk Israel receives 'last Ethiopians' Israel says it has carried out its last major airlift of Ethiopian Jews, ending a 30-year immigration scheme that has seen some 100,000 move there. The Jewish Agency, which manages immigration to Israel, said the 65 flown from Addis Ababa were the last eligible under a quota imposed in 2003. つまるところ、エチオピアに住むユダヤ教徒のイスラエルの移住政策が ようやく最近になって終止符をうったという話。 さらにいまだに、Falash Mura(ファラシャ・ムラ)という、正統ユダヤ教の 系譜をもちながらも、19世紀にキリスト教への改宗を強いられたために イスラエルの移住を認められない人々の存在にも言及されている。 実はこの映画、ＵＮＨＣＲ（国連高等難民弁務官事務所）がバックアップする形で 様々なキャンペーンが展開された。↓ 最初なぜこの映画に？　ＵＮＨＣＲがという疑問が一部あり、 そのままにしていたけど、何かヒント的なものを感じたような感じないような。 1951年難民条約の第１条で、難民とは「人種、宗教、国籍もしくは特定の社会的集団の構成員であることまたは政治的意見を理由に迫害を受けるおそれがあるという十分に理由のある恐怖を有するために、国籍国の外にいる者であって、その国籍国の保護を受けられない者またはそのような恐怖を有するためにその国籍国の保護を受けることを望まない者」と定義されています。（ＵＮＨＣＲウェブサイト「難民条約とは」より抜粋） ここを原点にすると、 －エチオピアにおいてユダヤ教徒が、宗教を理由に迫害を受けるおそれがあった。 －イスラエル移住は、その意味でイスラエルによる難民受け入れと見られている。 もしくは、 －イスラエルへの移住を求めた人々の中で、認められずエチオピアに留まっている人々が、 　国家の庇護から外れた「社会的に不利な」状態にあり、それが難民と同様の状況にある そんな観点から考えることができるかもしれない。 もう少し深く考えないとわかんないや。まだ中途半端でごぜーます
